Official Constitution of the Villanova University College Republicans

Article I. Name and Affiliation

SECTION 1. The name of this organization shall be the Villanova University College Republicans, herein referred to as the College Republicans or the VUCRs.

SECTION 2. The College Republicans shall be the recognized campus affiliate of the Pennsylvania Federation of College Republicans and the College Republican National Committee and shall be subject to and abide by the Constitutions, Bylaws, and Resolutions thereof.

Article II. Statements of Purpose

SECTION 1. To make known and promote the principles of the Republican Party among members of the Villanova University campus and community.

SECTION 2. To aid in the election of Republican candidates at all levels of government.

SECTION 3. To encourage and assist in the organization and active functioning of the Republican Party at local, state, and national levels.

SECTION 4. To develop political skills and leadership abilities among Republican students as preparation for future service to the Republican Party and community.

SECTION 5. To help meet these goals the College Republicans shall have a minimum of one meeting per month.

Article III. Membership

SECTION 1. Any student currently enrolled in Villanova University may become a member of the Villanova University College Republicans.

SECTION 2. Any person who has attended regular College Republican meetings in the current academic and met all requirements set forth by the Board each year may be considered a member of the College Republicans, so long as he/she has paid his/her semester dues of a rate to be determined by the Board members prior to each academic year.

Article IV. Officers

SECTION 1. The required officers of the College Republicans shall be the President, Vice President, Secretary and Treasurer. These positions must be filled at all times.

SECTION 2. All officers shall be elected for their term of undergraduate enrollment at Villanova University. Elections for new officers shall take place in the spring semester prior to the departure of an officer.

SECTION 3. Vacancies occurring among the officers shall be filled by a simple majority vote of the Executive Board at the first meeting following the occurrence of the vacancy. Notice of an election must be included in an official notice of the Board meeting. A person elected to fill a vacancy shall serve as officer until the next regular election.

SECTION 4. Nominations of candidates for officers of the College Republicans are to be made from the floor by any member.

SECTION 5. Officers shall be elected by a simple majority of those present and voting.

SECTION 6. Voting by proxy shall not be permitted.

SECTION 7. Should an officer spend a semester abroad thus prohibiting availability to regularly attend meetings he/she will be temporarily replaced. The replacement shall be determined by a majority vote of the Board. Upon return, the temporary replacement shall step down and the elected officer shall resume all responsibilities.

 

Article V. Executive Board

SECTION 1. The Executive Board shall consist of the officers of the VUCRs as well as the Directors/Chairpersons of each standing committee of any size.

SECTION 2. The Executive Board shall introduce, approve, and/or implement all actions and activities necessary for the proper functioning of the VUCRs so long as they are not in violation of this Constitution or the Bylaws.

SECTION 3. All Executive Board members must attend all meetings. If an Executive Board member is unable to attend a meeting, they must notify another member of the Executive Board prior to the meeting.

SECTION 4. Should Board member spend a semester abroad which prohibts his/her availability to regularly attend meetings he/she will be temporarily replaced. The replacement shall be determined by a majority vote of the Board. Upon return, the temporary replacement shall step down and the elected Board member shall resume all responsibilities.

SECTION 5. The duties of the President are as follows:

A. To be familiar with the operations of the College Republicans on the chapter, local, state, and national levels.

B. To schedule, announce, preside, and maintain order and decorum at all chapter and Executive Board meetings.

C. To enforce and promote enforcement of the constitution and bylaws of the Villanova College Republicans

D. To serve as President of the Executive Board.

E. To assume such duties as may be imposed by official vote of the chapter membership.

F. To disseminate all pertinent information received from the College Republican National Committee and the Pennsylvania Federation of College Republicans to the other officers and the membership.

G. To establish and appoint committees and officer positions as he or she deems necessary for the efficient operation of the Villanova College Republicans.

H. To appoint and remove Directors and members of all committees of the chapter with the approval of the Executive Board.

I. To maintain close contact and communication with the other members of the Executive Board and the chapter advisor on a regular basis.

J. To act as a general representative of the College Republicans, except in cases where authority is delegated to another officer or member.

K. To inform the membership and chapter advisor of all actions taken.

L. To act as the representative to the Pennsylvania Federation of College Republicans.

M. To appoint officer vacancies.

N. To hold all chapter power not denied/delegated by this document.

SECTION 6. The duties of the Vice President are as follows:

A. To be familiar with all operations of the College Republicans on the chapter, local, state, and national levels.

B. To serve as an advisor to the Chapter President.

C. To assist the Chapter President in the performance of his or her duties at all times, especially in coordination of the activities of the Executive Board and committees.

D. To assume the office of Chapter President in the event of his or her resignation, impeachment, or incapacitation.

E. To preside over chapter meetings in the absence of the Chapter President.

SECTION 7. The duties of the Secretary are as follows:

A. To record minutes of all chapter and Executive Board meetings.

B. To record attendance of members at all meetings and events.

C. To record attendance of Board members at all meetings and events.

D. To make sure each member is actively attending VUCR meetings and events and that each member fulfilling the requirements of membership set forth by the Board.

E. To email summation of minutes to the chapter, make copies of such minutes available for posting on the website and to any member upon request.

F. To assist the Chapter President and the Chapter Vice President in all necessary paperwork.

G. To assist the Chapter President and Vice President in any way.

SECTION 8. The duties of the Treasurer are as follows:

A. To record all cash receipts and disbursement from the chapter accounts.

B. To approve the use of funds for any activity of the College Republicans.

C. To file all forms regarding finances with the Student Development Office.

D. To update the Executive Board on the current balance of the club account.

E. To keep accounts, deposit funds, and make expenditures.

F. To aid the Chapter President and Vice President in any way.

SECTION 9. The duties of the Fundraising Director are as follows:

Conduct regular events in order to generate funds for the College Republicans.

Encourage local Republicans and Villanova Alumni to donate to the College Republicans.

To aid the Chapter President and Vice President in any way.

SECTION 10. The duties of the Public Relations Director are as follows:

A. To assist coordination of guest speakers.

B. To produce and distribute press releases as directed by the President and Executive Board.

C. To assist in publicizing all College Republican meetings and events.

D. To assist in the organization and planning of all social functions with approval of the President.

E. To assist the President and Vice President in any way.

SECTION 11. The duties of the Recruitment Director are as follows:

A. To organize events to recruit new members to the College Republicans.

B. To make sure that the College Republicans are represented at the annual campus activities forum for new students.

C. To aid the President and Vice President in any way.

SECTION 12. The duties of the Debate Chair are as follows:

To organize at least one debate per semester in which the VUCRs are involved.

To select relevant topics for each debate, so long as it is first approved by the Board.

To assist the President and Vice President in any way.

 

SECTION 13. The duties of the Social Chair are as follows:

To organize social events for the VUCRs.

To assist the President and Vice President in any way.

 

SECTION 14. The duties of the Chairman are as follows:

To interact with the Villanova Student Government Association on behalf of the President and executive board

To serve as an advisor to the President

To serve as the head of the University Relations Committee

To update members of the VUCRs of current political events at all meetings.

To update the Board members of current political events.

To assist the President and Vice President in any way.

Article VI. Committees

SECTION 1. An ad hoc committee may be formed at any regular meeting and shall be under the supervision of the Executive Board and the Committee Director.

SECTION 2. A Committee Director will be appointed by the Executive Board and the Executive Board will determine, by majority vote whether it is necessary for the new Committee Director to be appointed to the Board.

Article VII. Impeachment

SECTION 1. Any officer who, during his/her term in office, has demonstrated disloyalty to the Republican Party, negligence or incompetence in the performance of his prescribed Constitutional duties, or willfully impeded the College Republican program, may be impeached and removed from office.

SECTION 2. Specific charges against the impeached officer must be approved by absolute majority of the officers of the College Republican, excluding the officer being impeached, at a meeting of the Executive Board. Any member of the College Republicans may bring charges against any officer.

SECTION 3. From the approval of the charges until the next meeting of the Executive Board, the impeached officer shall remain in his/her office and be allowed to prepare his defense against the charges.

SECTION 4. At an immediate Executive Board meeting after the charges are approved, an officer or other person selected by the officers shall present the charges and the impeached officer shall present his/her defense. Following these presentations, the impeached officer may be removed from his office by a three-fourths majority vote by the Executive Board, excluding the charged officer.

Article VIII. Amendments and Bylaws

SECTION 1. A bylaw may be proposed by any member of the College Republicans, the full text of the bylaw and a notice that it is to be voted upon must be included in the official notice that a meeting is to occur.

SECTION 2. There must be time allowed for debate of a bylaw before a vote is taken on adopting it. A simple majority is required to adopt a bylaw.

SECTION 3. A bylaw may not in any way violate the Constitution of the College Republicans, the Pennsylvania Federation of College Republicans, or those of the College Republican National Committee.

SECTION 4. Any amendments to the College Republican Constitution must follow the same notice procedures given for bylaws. To approve an Amendment to the Constitution a 3/5 majority vote is required of the College Republicans.

SECTION 5. An amendment to the College Republican Constitution may not in any way violate the Constitution of the Pennsylvania Federation of College Republicans or the College Republican National Committee.
